Yes, you can grow vertically in raised beds. You would need to dig a hole on either side of the bed, on the outside of the box/raised bed. Then place your support poles in the holes. Attach wire fencing or chicken wire, or even a zig-zag pattern of several rows of twine to each post for your plants to grow up.

Yes, you can, I would suggest growing a smaller pumpkin, such as a sugar pumpkin…they make wonderful pies, great beaked with butter, and are also great mashed like potatoes. This would be a perfect application for a gardener with little space.
